As a Seattle native, I know the answer to this one (it’s sort of like the difference between showers-turning-to-rain and sprinkled showers) — it’s a matter of the range given. “Partly cloudy” is 30-50% clouds; “mostly sunny” is 60-80% sunny.
Maybe I’m just splitting hairs here, but when it’s 60% sunny that means it’s 40% cloudy, right? That would make it both partly cloudy and mostly sunny. Maybe “mostly sunny” is 70-90% sunny??
